She was born in Dade City, Florida, on January 22, 1948, to Charlie and Nola O'Connor. Joyce graduated from Kathleen High School. She attended both Polk Community College and the University of South Florida.

Joyce retired as a Navy Hospital Corpsman, after serving during the Vietnam War. She then entered the Hillsborough county school system, where she retired as a health assistant at Boyette Springs Elementary. Her hobbies included crafts, photography, and travel. She traveled to China, Scotland, England, Mexico, and the Caribbean. Joyce also visited much of the United States, often in an RV. She never met a stranger, for they quickly became friends.

She was survived by her husband of 32 years, William Culbreth; son, Charlie Culbreth; daughter, Kathryn Culbreth; brothers, Robert "DeWayne" O'Connor and David O'Connor; and sister, Kathryn Leach.

Funeral arrangements will be held at 10:00am on Thursday, April 22, 2010 at Providence Baptist Church in Riverview. The burial will follow at the Florida National Cemetery in Bushnell. The viewing will be held the evening before, Wednesday, April 21, 2010, between the hours of 5:00 and 8:00 at Serenity Meadows Funeral Home in Riverview.

The family requests that in lieu of flowers a donation be made to Providence Baptist Church's nursery fund.
