Billy Wayne Payne, 70, of Plant City, FL passed away August 23, 2022.  He was born October 11, 1951 in Tampa, FL.  He was a graduate of East Bay High School and married his High School Sweetheart.

Billy was preceded in death by his parents, Bill and Alawayne Payne.  He is survived by his loving wife of 51 years Elaine Payne, Son William Payne, Daughters Nichole Payne, and Natalie (Mike) Kozlowski, and his Grandchildren that he loved so dearly,  Nicholas Hickman, Ethan Hickman, and Michael Kozlowski.

Billy retired after serving 32 years with Tampa Electric Company.  Billy thoroughly enjoyed exploring cruises with his wife to other countries.  The passion he had for music, football, trips to the race tracks, and the many gatherings with his family was effortless to witness.  The family was so inspired by his strength, courage, and bravery that he showed and of course the unconditional love he poured upon them.

Billy will be deeply missed!
